'Distinctive' Oldham Mumps building to be transformed into cafe and 21 new homes

A ‘distinctive’ building in Oldham Mumps is due to be transformed into a cafe and 21 new homes after receiving a final round of planning permission. The application from Mumps Development Limited received the final approval to turn the ground floor into three apartments and a brand new cafe.

The three-story building with ornamental architecture at 17-21 Mumps is one of the few structures remaining in the desolate landscape of parking lots and overgrown plots by Mumps. Now it’s due to get a makeover from the inside out.

The developers said they hoped the project would lead to “The regeneration of a potential non-designated heritage asset that is in disrepair” and save the “attractive” building from “dereliction”.

They described the building as a “prominent feature of the area” due to its decorative stone masonry and a “slim, tall stone tower” in the southeast corner.

The building looks onto the Mumps tramlink stop and is a two minute walk from the bus terminus. It has no neighbours to contend with, facing an abandoned plot on one side and a two-storey car park on the other.

Despite the prime commuter location, most of the building has stood vacant for some time. Up until recently, the ground floor was used by the restaurant Frango’s, which has shut down since the planning process began.

The plans for the ground floor include two one-bedroom apartments, one two-bed and the small cafe. Most of the facade will stay the same except for two new windows.

The 18 other apartments were approved in 2021, with some building works completed in the last three years. Works on the ground floor will have to begin within the next three years according to planning regulations.
