The A58 Warrington Road has been closed in both directions closed, according to traffic information service Inrix.
The closure is causing queueing traffic due to a 'building fire' from A573 to Templeton Road, say Inrix.
Nicola Burke, 46, a carer, said the fire was on a piece of land off Templeton Road, opposite an Iceland supermarket, which is being used to park old wagons.
She told the Manchester Evening News: "It started at around 3.30pm. I don't live far away. I could see black smoke. There are seven fire engines here and three police cars. It's chaos.
"I can hear mini-explosions which sounds like tyres going up."
