GMP officer CLEARED of gross misconduct after woman 'seriously injured' during arrest

A police officer has been cleared of gross misconduct allegations after a woman sustained 'significant' injuries falling to the ground as a result of a 'leg sweep' performed on her during arrest.

PC Kamren Khan made the arrest outside Bolton Police Station on October 27, 2019. The panel heard both passenger and driver of a taxi called the police over a dispute involving the passenger allegedly refusing to pay her fare and hurling 'racist' abuse at the driver. The driver, who made multiple 999 calls while the woman was in the taxi, drove to Bolton Police Station, where PC Khan attended.

The panel heard how the passenger became increasingly 'aggressive' before she was placed under arrest for breach of the peace. She then allegedly assaulted PC Khan by kicking him in the shin three times while he was arresting her. PC Khan deployed a leg sweep, but lost hold of her handcuffs, resulting in her sustaining 'lacerations to her face and head' on impact with the ground.

The panel was shown body worn footage of the incident, which showed the complainant speaking to PC Khan while in the back of a taxi. A few minutes later, footage showed her stepping out of the taxi and being placed under arrest in the 'rear stack' position. In the footage, PC Khan can be heard to ask the complainant: "Are you going to shut it because you're annoying me now" six minutes prior to the incident.
