Bailly is available this summer with Manchester United set for a major summer re-build under new boss Erik ten Hag.
And according to the Daily Express, Bailly has been offered to Newcastle for a knock down price.
Newcastle's primary centre-back target is Sven Botman, who is valued by Ligue 1 side Lille at around £30m.
While the Magpies remain strongly interested in Botman, talks with the French side have become drawn out, to the extent that Newcastle may eventually pull out of the deal.
Should they walk away from the Botman deal, they could turn to Bailly.
Newcastle United are just one of the clubs said to be monitoring the future of Hellas Verona forward Giovanni Simeone.
The son of Atletico Madrid boss Diego, Simeone scored 17 goals in Serie A this season and was one of the league's top strikers.
According to Gazzetta dello Sport, Simeone is a target for Newcastle, Juventus, Napoli, Sevilla and Valencia this summer.
While his loan move to Hellas Verona has recently become a permanent deal, it is thought the Italian side might sell Simeone on for a larger profit this summer.
