The Kyiv-based Ukraine federation said letting teams return during the conflict “tolerates Russia’s aggressive policy.” Ukraine soccer leader Andriy Pavelko is a member of the policy-setting UEFA executive committee and so is Alexander Dyukov, his Russian counterpart.
