Rubin Kazan sports director Rustem Saimanov has refused to address a complaint from Swedish side Norrkoping over the sale of Sead Haksabanovic.
The 23-year-old completed his transfer to the Scottish Premiership champions on deadline day from the Russian side - just 12 months after Rubin signed the Montenegro international for £5.5million from the Swedish minnows.
The Montenegro international reportedly moved for a fee in the region of £2.6million, which has been included as part of a complaint made to FIFA by Norrkoping chairman Sakarias Mardh.
Mardh has claimed that the Rubin have yet to pay £3.2million of the transfer fee to the club following Haksabanovic's move to the Russian Premier League last summer.
