It is believed that the French side are looking to hijack Barcelona's attempted move for the player and have now tested City's resolve with their latest bid.
City are not willing to even consider selling the player without a bid of at least £80m being made - but with only a week to go in the transfer market, the Ligue 1 club have not given up hope of signing Silva.
Pep Guardiola recently reignited rumours linking the player with a move away from the club after he was quoted as saying that if there was to be an offer for the player "and both clubs reach an agreement, we would see."
