Sportsmail understands the 21-year-old is at the top of their summer wishlist, along with Burnley defender James Tarkowski.
But an offer for Johnson will be shaped by Forest's fate in this Sunday's Championship play-off final against Huddersfield Town.
Should Forest win then the Wales international will open talks over a new contract with just 12 months to run on his current deal.
