Two have since been released without charge.
Mr Hardman will appear at Manchester magistrates' court on Saturday morning.
On Friday night Ms Brown's parents, daughters and friends attended an emotional vigil for her at Gorse Bank.
They laid flowers and balloons outside the property on Gorse Bank, shared stories and sobbed as they hugged each other before launching three rockets in her memory.
One of her daughters, Tanay, told the M.E.N. she wanted to say four words in her mother's memory: "Will love you forever."
In an earlier tribute Charrissa's mum Sue Brown said: 'RIP my beautiful daughter'.
She said that the tributes flooding in for her on social media show how 'special and loved she is'.
