With the game level at 3-3, Erling Haaland was fouled by Emerson Royal as the Blues looked to break away. Referee Hooper initially waved played on as the Norway international picked himself up and played Jack Grealish through on goal, but the official then reversed his decision by awarding a free-kick, sparking wholesale confusion.
City's players and manager Pep Guardiola were left incensed by the decision, as the game eventually ended level at the Etihad Stadium.
Haaland himself was perhaps lucky to escape a second yellow card for his reaction, as he stormed off down the tunnel, as much of the crowd booed the officials off the pitch following the full-time whistle.
