Roman Abramovich sanctions mean Manchester United could have 'free run' at Declan Rice transfer

Though the sanctions on Roman Abramovich will have a far more important impact when it comes to Russia's barbaric invasion of Ukraine and an unsettling effect on the hundreds of staff at Chelsea whose futures are now uncertain, they will also have a seismic impact on the world of football.

Abramovich was sanctioned on Thursday morning because, as the government explained in a statement, he is "associated with a person who is/has been involved in destabilising Ukraine & undermining/threatening territorial integrity, sovereignty & independence of Ukraine, namely Vladimir Putin, with whom (he) has had close relationship for decades.”

As a result, the Russian oligarch's UK assets have been frozen which means Chelsea are not allowed to make or spend any money. The only exceptions are granted by a special license, which allows the club to continue playing, paying its players and staff, financing travel to away fixtures and covering the cost of hosting games at Stamford Bridge. The license runs until May 31.

Under the current restrictions, Chelsea are not allowed to offer any players new contracts and, once the transfer window opens, sell or buy players. Should the restrictions still be in place in the summer, that means the London club would be unable to make a move for Declan Rice, which Manchester United fans have been quick to point out.
