The 17-year-old Romanian finished with another late surge as he followed up his 200m free victory. Olympic gold medallist rival Caeleb Dressel won his heat but withdrew from the championships before the final for unspecified health reasons after winning his heat.
McIntosh's time was a new junior world record and adds to her silver medal in the 400m freestyle. The Toronto-born swimmer was the youngest member of Canada's Olympic team in Tokyo where she finished fourth in the women's 400m freestyle.
